2026 臺灣網路治理論壇即將於 5 月 14日(四)至 15 日(五)假台大醫院國際會議中心召開年會。臺灣網路治理論壇多方利害關係人小組(TWIGF MSG)經會議討論決議,確定本次年會主題與子議題如下,大會預計規劃 9 場工作坊,各場次以 60 分鐘為原則,即日起公開徵求提案,邀請所有關心網路治理公共議題的組織與個人共襄盛舉!

The 2026 TWIGF is scheduled to take place from May 14 to 15. The Taiwan Internet Governance Forum Multistakeholder Steering Group (TWIGF MSG) has finalized the theme and sub-themes for this year’s annual meeting. The forum is scheduled to host 9 workshops, with each session lasting 60 minutes.
We are officially opening the Call for Proposals today and cordially invite all organizations and individuals concerned with public issues in internet governance to participate and contribute to this event.

主題:地緣政治對網路治理的衝擊
Theme: The Impact of Geopolitics on Internet Governance
近年來,地緣政治的快速變化正深刻影響全球網路治理的制度、技術與價值基礎。隨著國家安全考量升高、地緣政治風險加劇,以及數位科技與關鍵基礎建設日益政治化,過往以全球化、開放網路與多方利害關係人治理為核心的網路治理模式,正面臨前所未有的挑戰與調整。
在此脈絡下,網路不再僅是中性的技術系統,而逐漸成為國家主權、經濟競爭、社會治理與國際秩序重塑的重要場域。如何理解並回應地緣政治對網路治理的衝擊,已成為當前全球網路治理討論中最迫切且無法迴避的核心議題。
臺灣網路治理論壇預計 5 月 14、15 日結合台灣網路資訊中心的台灣網路週舉辦 2026 年年會,會議徵求之工作坊提案,經多方利害關係人指導小組會議建議圍繞以下四項子議題展開。
In recent years, rapid geopolitical changes have profoundly reshaped the institutional, technical, and normative foundations of global Internet governance. Rising national security concerns, intensified geopolitical competition, and the increasing politicization of digital technologies and critical infrastructure have placed growing pressure on governance models traditionally centered on globalization, an open Internet, and multistakeholder participation.
Within this context, the Internet is no longer perceived as a neutral technical system alone, but increasingly as a strategic arena for sovereignty, economic competition, societal governance, and the reconfiguration of international order. Understanding and responding to the impacts of geopolitics on Internet governance has thus become one of the most urgent and unavoidable issues facing the global Internet governance community.
Taiwan Internet Governance Forum (TWIGF) will hold its 2026 annual meeting on May 14–15, in conjunction with the Taiwan Internet Week organized by the Taiwan Network Information Centre. The call for workshop proposals encourages submissions to focus on the following four sub‑themes jointly recommended by the TWIGF Multistakeholder Steering Group.
子題一:從全球性人工智慧原則到在地化實踐
Sub-theme 1: From Global AI Principles to Localized Practices
隨著人工智慧快速發展,國際社會已逐步形成多項人工智慧倫理與治理原則。然而,在不同的地緣政治環境、法制架構與社會條件下,這些原則如何落實為具體的在地治理實踐,仍存在高度差異。本子議題關注全球性人工智慧原則在不同政治與治理體系中的在地化經驗,以及人工智慧在地緣政治脈絡下如何放大網路治理所面對的挑戰與因應之道。
As artificial intelligence (AI) continues to develop rapidly, the international community has gradually articulated a range of ethical and governance principles for AI. However, significant differences remain in how these principles are translated into concrete governance practices across diverse geopolitical contexts, legal frameworks, and societal conditions. This sub-theme focuses on the localization of global AI principles within different political and governance systems, and examines how AI, within geopolitical contexts, amplifies the challenges faced by Internet governance as well as the strategies adopted to address them.
子題二:網路碎片化、數位主權與基礎建設韌性
Sub-theme 2: Internet Fragmentation, Digital Sovereignty, and Infrastructure Resilience
全球網路正逐漸呈現結構性碎片化趨勢,數位主權與國家安全考量使通訊、運算、資料乃至於連線基礎建設重新被國家視為戰略資產。在此背景下,陸海空一體化網路連線的永續性與可靠性本身即成為重要的治理與政策問題。本子議題關注網路碎片化、基礎建設主權化,以及在國家間戰爭與國內社會動盪等高風險或危機情境下,維持通訊韌性的治理挑戰與國際合作方案。
The global internet is increasingly exhibiting structural fragmentation, as considerations of digital sovereignty and national security lead states to reclassify communication, computing, data, and connectivity infrastructure as strategic assets. In this context, the sustainability and reliability of integrated space-air-ground networks have themselves become critical issues for governance and policy. This sub-theme examines internet fragmentation, the sovereign control of digital infrastructure, and the governance challenges of maintaining communication resilience under high-risk or crisis scenarios, such as interstate militarized conflict or domestic social unrest, as well as potential frameworks for international cooperation.
子題三:資料商品化與人權保障
Sub-theme 3: Data Commodification and Human Rights Protection
資料已從單純的資訊資源,轉變為商業競爭的重要資產。在地緣政治經濟競爭加劇的時代中,如何在資料治理中兼顧人權、隱私與社會信任,成為不可忽視的關鍵議題。本子議題探討資料商品化、跨境資料流動與治理安排,對個人權利、婦女兒童等弱勢群體保護及多方利害關係人治理所帶來的可能影響,並探討多方利害關係人視為正當的因應方案。
Data has evolved from a mere informational resource into a critical asset in commercial and economic competition. In an era of intensified geopolitical and geoeconomic rivalry, balancing data governance with the protection of human rights, privacy, and social trust has become an essential and unavoidable challenge. This sub-theme explores how data commodification, cross-border data flows, and governance arrangements may affect individual rights, the protection of vulnerable groups—such as women and children—and the legitimacy of multistakeholder governance, while also examining responses that are considered legitimate within multistakeholder frameworks.
子題四:數位金融
Sub-theme 4: Digital Finance
數位金融、穩定幣及相關技術正快速進入主流政策與治理視野,並在地緣政治經濟競爭下,對金融秩序、貨幣主權與跨境治理產生深遠影響。本子議題關注數位金融在網路治理與地緣政治交織下所引發的治理挑戰,包括穩定幣、跨境金流、數位身分,以及其對人權與社會信任的影響。
Digital finance, stablecoins, and related technologies are rapidly entering the mainstream of policy and governance agendas. Under conditions of heightened geopolitical and geoeconomic competition, these developments are having far-reaching implications for financial order, monetary sovereignty, and cross-border governance. This sub-theme focuses on governance challenges arising from the intersection of digital finance, Internet governance, and geopolitics, including stablecoins, cross-border financial flows, digital identity, and their broader implications for human rights and social trust.
提案評選流程
- 徵稿期間: 即日起至 2026 年 3 月 13 日(五) 23:59(臺灣時間)。
- 評選小組: 由 MSG 成員組成評選小組,針對收受之提案進行評分與排序。
- 評選標準:
- 相關性:提案要解決的具體問題是否與指定的主題或子題明確相關?
- 完整性:提案是否提供了格式中所要求的所有訊息,具體項目包括詳細闡述的問題、可行的討論方法和與談成員的組成,也須考慮與談成員的確認狀態。
- 多樣性:提案是否代表來自多方利害關係人的觀點,並提供潛在的地理、經濟和文化觀點?所列的與談成員是否有資格代表各種不同的利害關係人團體?對話是否有助於TWIGF的整體多樣性?
- 時間分配:提案是否明確提供會議時間的分配?是否保留足夠時間給主持人或觀眾提問?

- 為了在議程中納入更多元的聲音,評選小組可能會針對討論議題類似之提案提出「合併(Merge)」或重新排列之建議,並協助提案者微調內容以確保主題之完整性。

Selection Process
- Submission Period: From now until March 13, 2026 (Friday), 23:59 (Taiwan Time, UTC+8).
- Selection Committee: The committee is composed of MSG members who will evaluate and rank all received proposals.
- Selection Criteria

- Relevance: Does the specific issue addressed in the proposal clearly align with the designated theme or sub-themes?
- Completeness: Does the proposal provide all required information? This includes a detailed problem statement, a feasible discussion methodology, the composition of speakers, and the current confirmation status of the invited speakers.
- Diversity: Does the proposal represent perspectives from multiple stakeholders and provide diverse geographic, economic, or cultural viewpoints? Are the listed speakers qualified to represent their respective stakeholder groups? Will the dialogue contribute to the overall diversity of TWIGF?
- Time Allocation: Does the proposal provide a clear breakdown of the session’s timing? Is there sufficient time reserved for the moderator’s synthesis or audience Q&A?
- Notes:
- To ensure a more inclusive and diverse range of voices in the program, the Selection Committee may suggest “merging” or rearranging proposals with similar topics. We will work with proposers to fine-tune their content and ensure the overall integrity of the theme.
- Successful applicants will be contacted starting in early April.
