Dr. Kai‑Shen Huang currently leads the Democratic Governance Program at Research Institute for Democracy, Society, and Emerging Technology, where he works on issues at the intersection of critical technology and public policy. His research expertise includes China’s technology policies, the application of artificial intelligence in dispute resolution and public administration, and legal anthropology. He focuses on how democracies respond to the challenges posed by cutting-edge AI technologies.

Kai‑Shen Huang’s work spans cross-border semiconductor disputes, AI-driven disinformation, and the autonomy of arbitration institutions in China. His recent publications appear in The Diplomat, Cambridge University Press, and the Michigan Journal of Law and Society. He also serves as lead author on policy reports that examine the role of public-private collaboration in democratic resilience.

Kai‑Shen Huang graduated from the University of Oxford and National Taiwan University, with interdisciplinary training in anthropology and law. He holds a D.Phil. in Anthropology from University of Oxford.

 

黃凱紳為科技、民主與社會研究中心(DSET)民主治理組組長,長期關注科技、民主與公共政策的交匯議題。研究專長包括中國關鍵科技政策、人工智慧在爭端解決與公共行政中的應用、法律人類學,致力於研究人工智慧帶來的民主挑戰與政策應對。

黃凱紳畢業於英國牛津大學與國立臺灣大學,受有法律與人類學的跨領域訓練,擁有牛津大學人類學博士(D.Phil. in Anthropology)學位。
