回顧 2025 年全球數位皮夾與數位憑證協作會議—— 全球數位身分多方關係社群因應WSIS+20與《Global Digital Compact》的解決之道
由於數位身分議題於近幾年已經成為多方關係人組織、政府間組織及標準制定組織熱議的主題,不同組織有不同發展發向,但可互通的數位身分需要各組織、區域成員坐下來好好討論,尤其在 《全球數位契約》(Global Digital Compact, GDC) 要正式上路前夕。
因此共計 31 個國際組織於 WSIS+20 會議前一週,聯合舉辦全球數位皮夾與數位憑證協作會議(Global Digital Collaboration on Wallets and Credentials)。該活動由主要的政府間組織(IGO)、標準制定組織(SDO)與開源組織(OSO)共同舉辦。
本提案內容由數位信任協會主辦,由派員參與該活動現場的成員與顧問,共同回顧全球社群如何因應 WSIS+20 的數位身分議題。擬討論議題如下: 1. 各國數位身分政策發展現況 2. 標準制定組織及公民社會如何因應 3. 全球數位契約的優劣分析 4. 各產業關係人的數位化進程
Reflecting on the 2025 Global Digital Collaboration on Wallets and Credentials — A Multistakeholder Approach to Digital Identity in Response to WSIS+20 and the Global Digital Compact
In recent years, digital identity has become a focal point for multistakeholder communities, intergovernmental organizations (IGOs), and standards development organizations (SDOs). While each entity may have distinct priorities and trajectories, achieving interoperable digital identity systems requires open dialogue and collaboration across sectors and regions—especially in the lead-up to the formal adoption of the Global Digital Compact (GDC).
In this context, 31 international organizations convened the Global Digital Collaboration on Wallets and Credentials one week prior to the WSIS+20 High-Level Event. The meeting was co-organized by leading IGOs, SDOs, and open source organizations (OSOs), aiming to foster alignment and practical cooperation in the digital identity space.
This proposal will summarize the event, compiled by the Digital Trust Association in Taiwan, based on insights from its delegates and advisors who attended the event. It offers a reflection on how the global community is responding to the digital identity agenda of WSIS+20. The proposed discussion topics include:
1. Current national policy trends on digital identity
2. The role of standard-setting bodies and civil society
3. Critical analysis of the Global Digital Compact’s promises and pitfalls
4. The digital transformation progress among key industry stakeholders
