Anthony Lee

 

Anthony Lee, Director of Taiwan Network Information Center (TWNIC), co-leads the Internet Sources Study project for Taiwan’s Ministry of Digital Affairs. He is also a member of the TCCM WSIS+20 Task Force. In the past, he has served in several leadership roles across the Asia-Pacific Internet community, including Board Director of APTLD, Chair of APNG Camp, Board Member of APNG, and Executive Board Member of the ISOC Taiwan Chapter.

As Director of TWNIC’s Domain Name Department, Lee was responsible for .tw domain name registration management, registrar accreditation, and international registrar relations. He expanded global .tw registration channels and led the launch of both IDN-based Chinese and English second-level domain name registrations. He also conducted early market research on domain registration behavior, providing registrars with insights for marketing and service development. In addition, he initiated TWNIC’s first “Taiwan Broadband Internet Usage Survey” and later took charge of the “Taiwan Internet Report,” building a systematic research foundation to analyze Taiwan’s digital development and provide policy and industry references.

Beyond registry operations, Lee has been actively involved in Internet governance and digital policy. He contributed a paper to a parallel session of the World Summit on the Information Society (WSIS) in Geneva. and continues to contribute through multistakeholder platforms such as TCCM, APrIGF, and TWIGF. His work focuses on strengthening Taiwan’s Internet governance, fostering international cooperation, and advancing digital literacy.

Lee’s perspectives on Internet governance have been featured by several international institutions and publications, including the International Research Foundation for Development; the Taiwan Insight special issue on Digital Governance in Taiwan published by Stanford University’s Global Digital Policy Incubator; the Taiwan Research Hub at the University of Nottingham; and China Observers in Central and Eastern Europe (CHOICE).

 

李曉陽

 

李曉陽目前任職於財團法人台灣網路資訊中心(TWNIC),並共同主持數位發展部的「網路資源研究計畫」,同時擔任 TCCM WSIS+20 工作小組成員。他曾擔任 APTLD 董事、APNG Camp 主席、APNG 董事,以及國際網路學會(ISOC)台灣分會常務理事,長期參與亞太區網路治理相關事務。

 

他曾主導推動 .tw 國碼域名在全球市場的拓展,並推出符合標準的國際化中文域名與第二層泛用型英文域名註冊服務。此外,他亦發起「台灣寬頻網路使用調查」,並接續規劃「台灣網路報告」,建立系統化的研究基礎,為台灣數位政策與產業發展提供重要參考。

 

李曉陽積極參與國際網路治理,曾於世界資訊社會高峰會(WSIS)平行會議發表論文,並持續透過 TCCM、APrIGF 與 TWIGF 等平台參與並促進多方對話,致力於強化台灣網路治理、推動國際合作與提升數位素養。

 

李曉陽的網路治理觀點曾獲多個國際研究機構與刊物刊載,包括:國際發展研究基金會(International Research Foundation for Development)、史丹佛大學全球數位政策孵化器(Global Digital Policy Incubator, Stanford University)、英國諾丁漢大學的當代台灣研究中心 (The Taiwan Research Hub),以及中東歐中國觀察(China Observers in Central and Eastern Europe, CHOICE)。
