We need to think about how to spare network availability when we are facing disaster or unexpected situations. We would like to discuss it using our past experiences. Many cases can be taken advantage of by unfavorable parties like terrorists.

Part 1 – Internet resilience with BGP route flooding case. The biggest network operator in the US misconfigured and advertising wrong routes/prefixes hit The biggest network operator in Japan and its network reachability was disabled. The misconfiguration by the third party had a big impact on the service, which was very difficult to prevent on its own.

Part 2 – Mobile network resilience affected the Internet resilience and its service. As well known as mobile networks are more state-based networks to chase subscribers’ reliability and mobility control. A mobile carrier made trouble in a small part of the mobile core network get affected network capacity and customers were not able to use the Internet for long hours. In the case of the internet being available citizens cannot hold the internet’s reliability. How do we think about major trouble unable of internet connectivity?

Part 3 – How to keep communication resilient under critical situations. In disasters, wars, and unexpected serious situations, we need to hold the communication connection above any access and subscription. Essential is these communication channels shouldn’t rely on specific network structure and policy however these involve inefficient operation and are sometimes painful on a daily basis. How can we make a consensus in our society?
