韌性網路 (Resilient Internet)

As we increasingly immerse ourselves in the digital realm, transitioning aspects of our work, education, communication, and entertainment online, trust and safety (T&S) become more than abstract concepts; they become the bedrock of our digital existence. Despite this heightened importance, these pivotal factors often lack adequate discussion in policy debates, especially within the Taiwanese context, further impede comprehensive and efficacious decision-making processes. Overlooking these factors leads policy disconnected from on-the-ground realities, and fosters environments that could potentially undermine user trust and compromise safety. The proposed panel seeks to address the lack of substantial discussion on trust and safety within Taiwanese digital policy making process.

Initially, we will provide a briefing on the general perspectives in this field, laying the groundwork for understanding the global practices in online trust and safety. However, to make such perspectives truly valuable, they need to be adapted to reflect the unique local behavioral landscape. In this regard, we call upon professionals with trust safety experiences, asking them to share anecdotal evidences or case studies from their works, the process of devising decisions inside the digital services based on these experience. We would also like these professionals to assess the real-world implications of internet policies that impact their work. Finally, we would like to invite panelists and participants to jointly discuss how trust and safety work could operate in Taiwan in localized manners, and how policy discussions could effectively integrate the learning from this work.

By demonstrating how trust and safety experiences on the ground could foster higher-level policy discussions, we would like to help catalyzing similar process in Taiwan. The inclusion of trust and safety learnings into policy discussions, through meaningful participations of relevant stakeholders, should ensure our policy approaches are grounded in the lived experiences of those they affect, leading to more effective and relevant solutions.
