Telecommunications Regulatory Advisor to the Government of Palau

 

Dalsie Green Baniala is currently providing Regulatory advisory functions to the Government of Palau through the Ministry of Public Infrastructure, Industry and Commerce (MPIIC) on the establishment of the national Regulatory Bureau. She also has the duty to provide ICT related policy advice to the Ministry responsible for Telecommunications/ICT development in the Republic of Palau.


Working closely with the International and Telecommunications Union (ITU) and the Government of Vanuatu, she is also assisting with the development of Vanuatu’s national Digital Government roadmap.


Whilst performing the stated functions and activities, she is also served as one of the United Nations Internet Governance Forum Multi-Advisory Group (MAG) member representing the Pacific Island Voice at the MAG discussions (https://www.intgovforum.org/multilingual). And also served as one of the interim board members for the newly established organization “Vanuatu National Internet Governance Forum – http://www.internet.org.vu ” – VANIGF secretariat.


She was recently appointed by the newly established private service organization’s (Pacific Inspiro Limited) board of Directors, as the Managing Director to develop and lead the operations of the company.


Ms. Baniala is Vanuatu’s former independent Telecommunications, Radiocommunications and Broadcasting Regulator (TRBR) https://www.trbr.vu/en/, at the same time the CEO for the Institution.


Ms Baniala holds a Postgraduate Diploma for Managers Requiring Advanced Analytical Skills, a Postgraduate Certificate in Financial Administration and a Bachelor of Arts all from the University of the South Pacific.
