黃銘輝副教授,現任臺北大學法律學院副院長兼法律學系系主任,美國威斯康辛大學麥迪遜校區法學博士。學術專長為憲法、行政法、通訊傳播法制與政策。秉持公法學的專業,在諸多中央與地方機關,例如外交部訴願會、內政部中選會訴願會、台北市政府法規會等,擔任委員;同時也擔任中華民國憲法學會的理事。
在通訊傳播法制與政策的研究方面,其學術關懷主要係環繞在當代台灣所面臨的言論自由與通訊傳播法制的重大議題,例如新興網路平台的興起對傳統大眾傳媒的衝擊,言論自由多元性理想的實踐,以及面對數位匯流的趨勢下,通訊傳播管制機關政策制定與規範執行時,應有思維取向等。除了靜態的著述研究外,亦積極參與台灣通訊傳播行政實務並提出興革建議。例如:擔任臺灣匯流研究學會理事;擔任第六、七屆公共電視基金會的監事/監察人;以及針對反媒體壟斷的爭議,受國家通訊傳播委員會(NCC)的邀請以專家學者的身分出席聽證會提供建言…等。
Ming-Hui (Ed) Huang is an Associate Professor of Law at National Taipei University. He currently serves as Associate Dean of the College of Law and Director of its Department of Law. Prof. Huang holds an S.J.D. from the University of Wisconsin–Madison. His primary research interests extend across constitutional law, administrative law, and communications law & policy. Owing to his expertise in public law, he has been appointed as an adjunct commissioner for various government agencies, including the Administrative Appeals Commission of the Ministry of Foreign Affairs and the Legal Affairs Committee of the Department of Legal Affairs of the Taipei City Government…etc. He also serves as Director of the ROC Constitutional Law Society.
In the field of communications law and policy, Prof. Huang has long been committed to issues of free speech in both traditional mass media and emerging social media platforms. Beyond his academic work, he pays close attention to Taiwan’s communications industry and legal framework, and consistently striving to contribute substantially to the development of modern communications law in Taiwan. For instance, he serves as Director of the Taiwan Society of Convergence, has been a supervisor on the 6th and 7th Boards of the Taiwan Public Television Service Foundation, and was invited as an expert witness to present his views on the legitimacy of ownership regulations during an administrative hearing held by the National Communications Commission (NCC).
